Terror Zones are a new feature that was introduced with Patch 2

It is expected that affected zones will offer a greater variety of high-level monster mobs for you to fight as you progress toward character level 99
Terror Zones function similarly to an invasion mode in that they transform pre-existing regions into hellish wastelands teeming with terrifying monsters that you are tasked with eliminating
Terror Zones are areas that are ideal for farming because they contain enemies of a high level and provide the game with both additional difficulty and more variety
The loot and experience that you can obtain inside of these zones will both, respectively, be of higher quality
However, since players are not required to utilize Terror Zones, those who do not wish to activate this new feature are free to continue using the previous system
The level of the enemies you face in Terror Zones will always be higher than your current level by at least two levels, up to a maximum determined by the difficulty of the zone (see below), but they will never be lower
